Regrading and new storm structures on a public site that had flooded twice in three years.

The site drained toward the building instead of away from it, which is why it flooded. Regrading reversed the fall and new structures picked up the water at the low points rather than letting it pond against the foundation.
Work ran while the building stayed open, with temporary routes maintained for pedestrians and deliveries throughout.
